Calls For Abolishment Of Tender System Mounts

JOHANNESBURG: The SACP secretary-general was delivering the Govan Mbeki Memorial Lecture in Bethal, Mpumalanga.

South African Communist Party’s (SACP) General Secretary, Mr Solly Mapaila, has repeated the call for the abolishment of the government’s tender system. Mr Mapaila said the system compromises service delivery.

According to Mr Mapaila, “corruption continues to hamper service delivery.”

He has charged that some municipalities are relying on water tankers to provide communities with water in order to create tender opportunities.

“What is common is this thing called water cans, these big trucks that bring water. Normally, when these big trucks come in, you know that water reticulation processes will never happen for the next 10 years, because those are tenders themselves. We have to give a deadline to these water tankers in communities. If there is a water tanker, we need a programme as to when the full water reticulation will be done,” he said.

Earlier this week, African National Congress (ANC) secretary-general, Mr Fikile Mbalula admitted the tender system has weakened local government because it forces municipalities to outsource everything and has led to corruption, patronage and poor service.

Speaking at the ANC’s Local Government Interventions Workshop on Monday, which looked at issues concerning municipalities and coalitions, Mr Mbalula said the tender system has weakened the capability of local governments because they don’t have the skills to manage contracts.

“As we have sought to pursue broad-based black economic empowerment, as we must, the tender system has weakened local government because we have outsourced everything,” he said.
